WellView Library Ingestion

Ingests WellView reference library tables from the Peloton API into Unity Catalog Delta tables under prd_zone2.wellview_library.

This is a fully automated, control-table-driven ingestion pipeline that runs weekly. Adding or removing libraries requires no code changes — simply update the control table.
